Nineteen months is an abstraction until you apply it to a specific county, at which point it stops being about electricity almost immediately.
We took the restoration figure attributed to the federal working group and ran it against county-level data on water treatment, hospital capacity, cold storage, and backup generation for 214 counties across the eight states with the highest reported intrusion counts.
The lights are the least of it.
Water fails first
Municipal water treatment is electrically dependent at nearly every stage, and backup generation at treatment plants is typically sized for outages measured in days. Of the 214 counties, 189 have treatment facilities with on-site fuel storage of seventy-two hours or less.
Diesel resupply solves this on paper. In practice, fuel distribution is itself electrically dependent, and the counties in question average 140 miles from the nearest refinery-connected terminal.
Hospitals are better prepared and still constrained
Hospital backup generation is regulated, tested, and generally reliable. It is also sized for hours, not seasons. Of 61 hospitals in the sample, all have generators and none have fuel contracts extending past thirty days.
Rural hospitals in the sample average 82 staffed beds. The nearest facility outside the affected footprint averages 190 miles away.
None of this is a forecast. It is what nineteen months would mean if nineteen months happened, and the working group has not said that it will.
It has also not said that it won't.
